Is a WhatsApp chatbot free? Not entirely. On the WhatsApp Business Platform, Meta charges per delivered message from a business to a user. Since 1 October 2026, chatbot replies (service messages) are charged again, but each business phone number gets 1,000 free service messages per month, and messages guests send to you are never charged.

The short answer

A WhatsApp chatbot has up to three costs: the chatbot provider's fee, Meta's per-message charges on the WhatsApp Business Platform, and, if the bot uses AI, the AI itself. Since 1 October 2026 Meta charges for service replies after the first 1,000 per business number each month. Incoming guest messages stay free.

The three costs of a WhatsApp chatbot

1. The chatbot provider's fee

This is what the company that builds and runs the bot charges you: a setup fee, a monthly subscription, sometimes a per-message markup. Vendor posts titled "free WhatsApp chatbot" usually mean the builder is free to try. They rarely cover what Meta charges once real guests start messaging.

2. Meta's WhatsApp Business Platform charges

Chatbots connect through Meta's WhatsApp Business Platform (Cloud API). According to Meta's official pricing page, Meta charges per message, and only for messages from businesses to users. Businesses are charged only when a message is delivered. The rate depends on two things: the message category and the country calling code of the recipient's WhatsApp number.

Meta has five message categories. Three are template messages, which a business can send at any time: marketing, utility and authentication. Two are non-template messages, which can only be sent as replies inside an open 24-hour customer service window: service messages (written by a person or a third-party AI) and Meta Business Agent messages (powered by Meta's own AI agent platform). Each message has one category and incurs at most one charge.

3. The AI behind the replies

If the replies come from a third-party AI, Meta notes that businesses typically incur separate charges for AI usage from the AI provider, on top of message delivery (source). If they come from Meta Business Agent, Meta applies one token-based charge that covers both the AI processing and the delivery.

What changed on 1 October 2026

From 1 November 2024 until 30 September 2026, service messages were free. According to Meta's update page, from 1 October 2026 Meta charges per message for all service messages, and also for utility messages sent in response to users inside an open 24-hour window. Those had been free since 1 July 2025.

1,000 free service messages per number, per month

Each business phone number gets a free tier of 1,000 delivered service messages per month. Meta charges from the 1,001st service message. Unused free messages do not roll over: the tier resets every month at midnight in your Messaging account's timezone.

Service rates match utility rates

Meta states that, by market, service message rates are the same as its utility and authentication rates. There are no volume discounts on service messages.

No payment method, no replies after the free tier

If a Messaging account has no payment method, Meta still delivers service messages within the free tier but stops delivering them once the 1,000 are used. For a hotel bot in August, that could mean replies quietly stop mid-month. Meta asks businesses to add a payment method in its Billing Hub.

Messages Meta does not charge for

The 24-hour customer service window

When a guest messages you, a 24-hour customer service window opens, and every new message from the guest resets it to 24 hours. A chatbot can send free-form replies only while that window is open. Outside it, a business can only send pre-approved template messages, which are charged as marketing, utility or authentication.

Meta Business Agent vs a third-party AI

Meta's own AI agent is priced differently. Per Meta's pricing page, Meta Business Agent messages are charged at one global rate of $2.00 (USD) per 1 million tokens. Meta says a message typically uses 20,000–25,000 tokens, roughly 4–5 US cents per message, and that simple replies cost less and complex ones more. The free tier and volume tiers do not apply to Meta Business Agent messages, and they stay charged in the free entry point window.

A third-party AI bot, like Philoxenia, sends service messages. Those fall under the 1,000-per-month free tier and the market's service rate, plus whatever the AI and the bot provider cost.

What this means for a Greek hotel

Meta prices by the recipient's country calling code. Greece (+30) sits in Meta's "Rest of Central & Eastern Europe" pricing region. But your guests are charged by their number, not yours: a reply to a guest with a German (+49) or UK (+44) number is priced at Germany's or the UK's rate, since both are named separately on Meta's rate card.

To estimate your own Meta bill without guessing:

  1. Count the replies your bot (or your staff) send in a busy month, per WhatsApp business number.
  2. Subtract the 1,000 free service messages for that number.
  3. Multiply the rest by the service rate for your guests' countries, from the current rate card linked on Meta's pricing page. Meta publishes cards in several currencies, including EUR.
